M2.18 - Data search portal providing a single point of entry to all Scratchpad data completed

A data search portal will allow external projects to easily access the data from all indexed Scratchpads, without having to know about each individual Scratchpad, and without having to access each one individually. The portal will also assist data providers to clean up the data and help de-duplicating and unifying it.

Note: Due date changed from 31/05/13 to 31/07/13 as BGBM had multiple deadlines in WP4 occuring on the same date (Lorna - discussed on Skype with Simon).
