M1.19 - Preparation of first JPA templates

The project reporting templates were received from Brussels on 13th December.  This document is dated 2010, but we had no confirmation that we were still using the same structure.

In fact we have enough information from the project milestones and ZooKeys special issue to complete them, at least to first draft, so templates are unnecessary.  Cover templates are available from the resources pages of the web site.
