Testing of a localised unit testing mechanism for Scratchpad code in preparation for completion of a distributed system

The deadline for this milestone was pushed back so that we could take greater advantage of the work we have carried out on upgrading Scratchpads 1.0 sites to Scratchpads 2.0. It also made sense to push this back, as the Deliverable it is associated with is not being delivered until month 36.
