M6.19 - XML export format of metadata on identification keys to Key Central (ALA)

This milestone intends to set up an automated workflow for exporting metadata on identification keys published in scholarly journals to  KeyCentral. KeyCentral is an index of identofication keys launched by Identifylife.org and supported by the Atlas of Living Australia. The milestone will list the XML metadata format which any publisher might use to export the identification keys to that centralized index.
